Out of Zone Transfer Request Process
St. Johns County School District
2008-2009 School Year

We are no longer accepting Out of Zone Transfer Applications for the 2008-2009 School Year. Please read our Transfer Policy and Procedures listed below. The deadline for currently enrolled St. Johns County School students was July 1, 2008.

Transfer Request Policy
 
Out-of-zone transfers are valid for one school year only; no transfers will be grandfathered in. Students must reapply each year between March 1 – July 1 for the new school year. Students applying for acceptance into a Program of Study/Academy not offered at their zoned school must complete and submit application packet in compliance with the annually prescribed deadlines.  Transportation is not provided by the district for out-of-zone transfers.

APPROVED ZONE WAIVER PROVISIONS

Students accepted into an out-of-zone school on a transfer waiver shall remain in good standing without recurring disciplinary and/or attendance problems.  The principal of the out-of-zone school may initiate action to rescind a student’s reassignment back to the student’s zoned school based on recurrent discipline and/or attendance problems. The principal will be required to document reasons for the reassignment. Prior to rescinding the student’s assignment, the parents or guardians must be contacted in writing regarding the nature of the reason/s for reconsideration.  Parents will be permitted reasonable time and opportunity to address or correct the situation.  If a revocation is determined, the student will return to his or her zoned school at a time determined by the Superintendent or designated appointee.

Falsification of residency address shall result in revocation of transfer waiver and the student will return to his or her zoned school at a time determined by the Superintendent or designated appointee.

An out of zone student enrolled in a school  at the start of a school year who does not have an approved out of zone waiver will return to his or her zoned school at a time determined by the Superintendent or designated appointee.


APPEALS PROCESS

A parent may request in writing an appeal to the Superintendent. The Superintendent will appoint a Superintendents Transfer Appeals Committee.  All decisions by the Superintendent are final.

HARDSHIP PROVISION
A student may be granted a “hardship” transfer when a condition or situation exists that implies an adverse or compelling circumstance or a state of misfortune unique to that student’s life or a family’s life situation.  The requested school must have available capacity. Transfer hardship waivers are approved or denied annually and parents must reapply each year. Transportation is not provided by the district for hardship out-of-zone transfers. HARDSHIP APPLICATION DEADLINE IS JULY 1. The requested school must have available capacity.

SIBLING TRANSFERS
All sibling transfer requests must be approved based upon a hardship. Transfer requests for siblings of students with disabilities will be reviewed based upon “adverse” family circumstances.  For the purposes of sibling transfer requests “gifted” students’ siblings will be approved or denied based upon the hardship provision. The requested school must have available capacity.         


SCHOOL DISTRICT PERSONNEL TRANSFERS
This transfer is available for any student whose parents(s) works in a particular SJCSD school and wishes to take their child to that school. A transfer to the school in closest proximity to their place of employment is available for SJCSD employees not working at a school site.  The requested school must have available capacity.  Transportation is not provided by the district. Employees must apply annually for the transfer.

NEW HOME CONSTRUCTION
If the transfer request is based upon construction or purchasing of a home in St. Johns County, the family is required to provide evidence that their new home is purchased  (sales agreement) in addition to  a building permit and an estimated completion date provided by the builder. Also, parents/guardians must have documents showing the expected date of occupancy of the new home and a sworn affidavit verifying that all information provided is correct.  THESE DOCUMENTS MUST BE ATTACHED TO THE TRANSFER REQUEST FORM.  A site visit may be conducted by a district employee.   Once all documents have been provided and approved, the student may enroll at the new school during the school year.  In the event of a default the transfer request will be revoked.




ACADEMIES/PROGRAMS OF STUDY

Students applying for acceptance into an Academy/Program of Study must comply with the application procedures and the annually prescribed deadline.  No out-of-zone students will be admitted to an Academy/ Program of Study after the deadline date unless they are new to the district. Out of Zone waivers are submitted as part of the Academy application process.  Rising 11th and 12th grade students ARE NOT eligible for out-of-zone transfers for a new program.  

Mid-year transfers are not granted for high school Academies/ Programs of Study for students currently enrolled in St. Johns County schools.  Transfers involving a residence change, after the school year has started or at mid-year, may allow a student to remain at their current school for that year only. Students new to St. Johns County may request an academy application. Each application will be reviewed on an individual basis to determine eligibility and acceptance into an academy.

Each Academy/Program of Study sets expectations for academic progress, attendance and behavior.  Should an out-of-zone transfer student not meet such expectations the following actions will ensue:

1. The  principal of the out-of-zone Academy/Program of Study school may initiate action to rescind a student’s out-of-zone waiver for failing grades, excessive school absences or tardies and/or      recurrent discipline problems.
        
2. Prior to rescinding a student’s out-of-zone waiver, the principal or designee shall notify the student’s parent/guardian in writing citing the reason for potential revocation the out-of-zone wavier.The parent/guardian shall be permitted a reasonable time and opportunity to address or correct the situation.If not corrected in a reasonable amount of time, the principal or designee will make a recommendation to the Superintendent  for revocation of the student’s out-of-zone  waiver.
        
3. In most instances the revocation will be effective at the end of the semester after grades have been awarded.In the event that a student opts to drop out of, or ceases to be enrolled in, a Program of Study for which an out-of-zone waiver has been approved, the student will be required to return to his/her home zone school at the start of the semester once credit has been awarded.


A Program of Emphasis is defined as a multi-year, specialized program that is available to students at their home zone school.  Students must apply for a Program of Emphasis and may transfer out of the program only at the end of a semester when credit is awarded (high school). Middle schoolers may transfer at the end of a report card period only. No out-of-zone students may attend a Program of Emphasis. Effective with the 2007-2008 school year, grade 9 students will declare a Major Area of Interest.  A Major Area of Interest course sequence is considered a Program of Emphasis. Students designate their major area of interest yearly; no application is necessary.
 


Please note that transfers will be reviewed. Upon reviewing, if there are incidents of excessive tardiness, absenteeism, or referrals to the principal for disciplinary action; or failure to pick up the student promptly after school, the transfer may be revoked.

4. Transfers may be approved based upon construction or purchasing of home in St. Johns County. Families must provide evidence that their previous house is sold and a copy of a deed, construction agreement or contract for purchase.
